 
The pass Creek area has long been recognized as a problem on the Cedar City Ranger District, but little prior work had been done in the area due to the scale of the problem and the lack of funds. In 1999, Southern Utah University volunteers inventoried the upper tributaries of pass creek and numbered and classified each according to the degree of active erosion.
With the help of watershed improvement funds, headwater gullies in Pass Creek were addressed and work was begun.
